MEETING PROCEDURE:

Comments from the Public are welcome during the meeting: Comments not scheduled on the agenda will be heard under Public Comments; and Comments on all scheduled Agenda Items will be heard immediately following the presentation by Staff or Petitioner. Please wait until you are recognized by the mayor and keep comments as brief as possible. The Council will act on an Agenda Item after comments from the Staff and Public have been heard.

5. Discussion and possible action on scheduling a public hearing on December 2, 2024, at 6:00 p.m. for the City of Tecumseh 2025 Fiscal Year Budget. Presenting the Proposed 2025 Fiscal Year Budget for review.
6. Discussion and possible action on buying a microphone and speaker system for the council chambers from Video Reality in the amount of $23,109.29.
7. Review of the City Manager’s report.
8. Consent Agenda

   All items listed under the consent agenda are deemed non-controversial and routine in nature by the governing body. They will be approved by one motion of the governing body. The items on the consent agenda will not be discussed. Any member of the governing body desiring to discuss an item on the consent agenda may request that it be removed from the consent agenda and placed in its proper order on the regular agenda. It will then be considered at that time.

   1. Receive and approve the minutes of the Regular City Council Meeting of October 7, 2024.
   2. Receive and approve the minutes of the Special Meeting of October 11, 2024.
   3. Review and approval of the purchase orders.
   4. Review of the Financial Statements.
   5. Review and Approve the 2025 contract with Tecumseh Youth Sports Association
   6. Review and Approve the 2025 Holiday Schedule for the City of Tecumseh
   7. Review and Approve the 2025 Contract for the Tecumseh Chamber of Commerce
   8. Review and Approve the 2025 Lease Agreement and Contract for Crosswords Youth and Family Services, Inc.
   9. Review and Approve the 2025 Lease Agreement with the Tecumseh Historical Society, Inc.
   10. Review and Approve the 2025 Agreement for Youth and Family Resource Center, Inc.
   11. Review and Approve the 2025 Lake Caretaker Agreement with Robert Reeves.
   12. Review and Approve the 2025 Agreement with Tecumseh Growth and Development Authority.
   13. Review and Approve the 2025 Agreement with the Independent School District No. 92 of Pottawatomie County, Oklahoma.
   14. Review and Approve the 2025 Contract with Tecumseh Soccer Association.
   15. Review and Approve the 2025 City of Tecumseh Council Meeting Schedule.
   16. Review and Approve the 2025 Tecumseh Cemetery Advisory Board meeting schedule.
   17. Review and Approve the 2025 Planning Commission meeting schedule
   18. Review and Approve the 2025 Board of Adjustments meeting schedule.
9. Consider Items Removed from the Consent Agenda for Discussion.
10. Consider and Act on items removed from the Consent Agenda, if any.
11. PUBLIC COMMENT: The purpose of the Public Comments Section of the Agenda is for members of the public to speak to the City Council on any Subject not scheduled on the Regular Agenda. The City Council shall make no decision or discuss the matter. At the request of any Council Member, the matter may be scheduled for Council discussion and/or action at a later date. THOSE ADDRESSING THE COUNCIL ARE REQUESTED TO IDENTIFY THEMSELVES BY NAME AND LIMIT COMMENTS OR QUESTIONS TO 3 MINUTES.
12. Discussion on the Fiscal Year 2025 Proposed Budget.
13. Discussion and possible action on the Certificate and Municipal Order to County Clerk and County Treasurer for Jessica Shelton, Deputy City Clerk.
14. Public hearing to determine whether the structure(s) at 405 East Washington, Tecumseh Oklahoma, is dilapidated, constitutes a hazard to the heath, safety, and welfare of the general public, constitutes a public nuisance and should be abated and torn down and removed.
15. Discussion and action to determine whether the structure(s) at 405 East Washington, Tecumseh Oklahoma, is dilapidated building(s) and is detrimental to health, safety, and welfare of the general public, is a public nuisance and should be removed, establishing dates for the removal of such property, authorizing the City Manager to cause the removal of such structure, and authorizing the City Clerk to file a lien as authorized by law.
16. Discussion and possible action on Payment Request #1 to Silver Start Construction Co. Inc. in the amount of $191,358.00 for West Washington Street resurfacing project.
17. Discussion and possible action on Payment Request #2 to Superior Services & Supply LLC in the amount of $4,781.85 for the New BPS & Standpipe Improvements Project.
18. Comments and inquiries from Council members.
19. New Business: Any matter not known about, or which could not have been reasonably foreseen prior to the time of posting the agenda.
20. Adjournment.
